In an alternate reality to ours, Counterstrike would have been flushed down the gutter, gaming companiy decision makers would have fired anyone to even suggest programming pathetic tasteless garbage like Overwatch, Apex, Destiny, etc. Quake would occupy the majority of the gaming market, there would be regular tournaments for each Quake, with prize money rivaling major physical sports. Doing well in Quake would be considered a significant social success, and Quake tournament winners would be among our idols.
And if really everything were to be right, King Cooller would be elected ruler of the enlightened modern world ;)

Sadly, we do not live in that reality.

Who's to blame? Certainly not a fading E-Sports website with a two digit large active userbase. Regular folks just have a very different state of mind from mine, and probably the majority of us. The majority of the population, or even gamers, will never be able to identify with what Quake represents. As such, Quake will never be more than a niche game.

It probably does not help that Quake's golden years were before the rise of live streaming. I think live streaming probably has helped some genres of "esport games" retain popularity where they would have otherwise died out.

You have to realize that FPS E-sports started with Quake. Of course Quake was the most popular competitive multiplayer game back then, because there practically was nothing else.

At the turn of the millenium, CS and SC came out, and slowly but surely pushed Quake into a niche. That was long before livestreaming ever really was a thing.

That '97 Q2 tournament where Carmack's Ferrari could be won had 2000 participants. Try finding 2000 QC duelers today, or even 2000 QL duelers when QL was new. Those numbers should illustrate how Quake has really been in decline ever since Q2 / early Q3.
