QuakeLive is only game where you can sell:
- maps texture packs (look at Q2,where people can do what they want)
- sound packs, (q1 q2 q4 sounds, customize taunt and awards)
- fx packs (even like this http://www.youtube.com/watch?v=Fs-qfcfnsBw for fun)
- different weapon models ( i want q1 axe as gauntlet,q2 ssg as shotgun etc)
- crosshairs, huds etc
- other player models, there are a lot of skins already
- your icon
This add to QL a lot of fun to new and old players
This make game more modern

you know, theres a reason for locking .pak files.. its called cheats.

what about whitelisting pak3 from id's and selling them for a low price ( 1-2 for a weapon pack ) ?

I don't think this would be enough. Would need at least ironsights and killstreaks.
