where I come from, ambassadors are worn out ex- congressmen on retirement, who actually don't do anything but go to the occasional party and recieve huge pay checks from the government (in addition to their retirement checks)

You do actually. There's courses on International Relations and Diplomacy at major universities around the world. That helps, then you do some shitty desk job at the Foreign Ministry or go into politics for 20 years, then you get to do the cushiest job around - being an ambassador.

And every country doesn't have an ambassador to every other country, only when there's significant interest in that country, ie. for Finland every country with over 200 Finns living there or so. That said, it's not a great job, but I wouldn't mind. =P
