Right now I think you would be much better off to just play Clan Arena in Quake Live (quakelive.com). As it's basically the same thing yet it's filled with newbies and has a healthy player base.

I started quake to play RA3.

It is a fun mod for newbies and you shuld play what you enjoy. The thing is, quake 3 players like the game for it's competitiveness, so they consider more "serious" gametypes, such as Duel/TDM/CTF better.

The qtracker is a server browser, it was recommended because the in-game server browser kinda sucks. I'd recommend Gamescanner, but qtracker is OK too. Anyway, I'd recommend trying out quake live (quakelive.com), while maybe a bit behind in some features it's definitely the choice for newbies.

Anyway yeah, the system is flawed and I'm actually in a way lower rank than I should be because of losing against my friend in duel all the time but there's still more newbies in low ranks than in random q3 servers.

The friend is a way better dueler then me, he'd be 2 ranks above me anyway. Quake Live should ignore matches like that because now, I can rape every "skill matched" newbie that gets in my way.

i started quake 3, i installed CPMA and never played it can anyone tell me how to play it? Should i join random servers? And whats the difference between CPMA and normal quake 3 game? Is there anyway to learn my level at quake live?

cpma and osp are mods for quake3 some people still play the out-of-the-box quake3 (baseq3) but i seriously wouldn't if i were you.
right now to learn the game or simply have some people around your skilllevel i would start playing quake live and forget about quake3 for the moment.

if you want to find server/people in quake3 get a proper server browser like qtracker or maxbrowse.

also never listen to jamerio... ever.

configure your server browser of choice to recognize where you installed q3

search for q3 servers

find a suitable server which is running the arena mod

select server and select join
