Only one thing is different - Pompeius made a mistake of getting rid of the pirates too quickly. Bush's administration is not doing that mistake. They'll milk the Osama card for as long as possible; when they're finally pressured into capturing him (probably before the elections) there will be more than enough going on to push further military doctrine.
