Well the important thing is that the map is being downloaded at the time of joining the server, not that they would have to download the map first. Regardless of whom exactly it's downloaded from. That way, anyone can join.

I think people have to be subscribed to the map(packs) in steamworkshop to be able to join.

No, they don't. Steam will download it as a temporary (not sure how long and it might have to do with your usage of it too) copy if you're not subscribed.

If the custom maps are installed from workshop and they are set Public there, then clients will auto-download them. People were able to join my custom map right after I had set it public.
