I can do it from that GA with a circle jump + stair jump, but only about %30 of the time. I'm still trying to figure out how some people can just stand on LG and do a single jump to RA.

Is it me or is this LG single-jump easier in PQL?

No idea. I've never been able to do it in either mode.
