It seems obvious to me that they're trying to move away from the Quake III / Unreal Tournament sounding announcer. I say this because the man they had doing these, Christopher Sabat, is capable of a deeper vocal style. Not quite as low as the originals but I think those were lowered a few octaves anyway. I like the edit that Gobotz did because I'm partial to the originals.

the original samples from q3/ql are/were edited to get em to sound like they do.

an auto tune program can do it.

they need to hire a slutty porn actress for a sexy voice pack.
