Have you tried looking at this while actually running a 3D anything? Pretty much every card these days will scale the clock rates based on usage. It's a power saving feature.

Also the newegg page says the max memory clock rate for that is 800mhz but I could be looking at the wrong one.

Yes I tried some games didn't go up to 800 mhz. Could it be the Bus Interface running on PCI E 1.1 instead of PCI E 2.0?

If you want to disable the power saving feature, you can download MSI Afterburner and edit the MSIAfterburner.cfg file in the folder. In the cfg file, go to "UnofficialOverclockingMode" put it to 2.

Even at full load the graphics card is at 533 mhz instead of 800.
