Included in the distribution is something to prompt some thought and discussion: a custom mode called ATDM (Advanced TDM) which uses a strong tiered armor system, 90 second quad respawn, no powerup drop and with droppable weapons enabled. However, gameplay changes to the ‘vanilla’ base are not in the plan.

So for you, RA respawns at :25, not :35
It simply doesn't work in team games unless everyone uses the same setting, which'll never happen on pubs (or if you have teammates who aren't VQ3'ers, since every other games uses countdown). So we HAVE to have one setting for everyone, and since Q4's default is to count down, that's what the setting is.
The next automatic mindless response is "well, how about just for DM then?". Virtually everyone who plays DM also plays some form of team game, so either they continue to avoid getting used to it, or they screw up when they switch between them. End result: everyone adopts countdown timers anyway."
And what's the fucking relation with ts is the first place? Text with tags is perfect to time up items, ts is more of a tactical communication for more "complex" things, such as telling one's exect position or status.
