you can do it with every weapon, not just lg. Adjust your config or download one, set your cm /360 to something manageable, like 35-45 cm until you hit decent (40+ percent average lg on the bot). Strive for records.
While you are doing this, play instagib ffa as well, there are servers you can join with bots.
Do this for a week at least ,2x1 hours a day. Play before you sleep :d
Then write an email / try to reach a server admin on irc teamspeak etc and ask him to make an exception for you.

As above, work on your aim and try to be less reliant on rockets- many of the lower elo players stick to their rocket comfort zone and are worse off for it. Watch some better players and emulate their positioning (defensive if team is badly positioned/ offensive otherwise)

Don't do it the way mentioned above, I'm sure ppl mean well and and try to help but it will kill the fun. Just play to have fun, concentrate on movement, play other mods as well, CA really isn't that great for developing as a Quake player if you're on the lower end of the skill spectrum since most of the time you'll be spending watching others play instead of getting time playing yourself. If you concentrate on movement/having fun I can promise you'll reach 700 elo in CA easy. There are FFA servers with sort of CA ruleset, play on them for aimpractice, no waiting time, just action.

try to think up a way in which you do more than 300 damage each round. CA more than anything is just damage output (as you can't heal back up).
One of the easiest ways to do that is to just deal damage near / around geometrical advantages (camp corners / jumppads / area's hard to get into) and always take a very similar shot. Next to that try to find ways for your team to tank the damage (so you output more :p).

When you're back up to above 700 elo just play like you usually do.

Do damage. However since you are so low in ELO I think you are having some fundamental problems. Without seeing you play or looking at stats I can't really give you any insights. Practicing against bots won't hurt. If I had to guess your sensitivity is way too high and you struggle to control your aim but maybe you make a lot of bad decisions too. To be honest you don't really have any business playing with higher ELO players because the skill gap will be so wide I don't think you'll learn anything. Hopefully practicing can raise your skill.

There is a lot of good advise here for you. Combat mechanic are going to be the most difficult thing to master. If you are smart though you can come a long way by understanding positional damage better.

1. When the round is counting down 3,2,1 make sure you're not getting into a fight straight off, keep your distance and go for distance damage / spam.

2. If you're still alive and assuming your team is still alive (since you have low ELO you'll usually be teamed with very strong players who can carry you) Notice where the enemy team is hiding / camping, and make sure you just provide support for your attacking mates by providing cover fire.

This way hopefully you can survive long enough to do some damage, and hopefully supporting your mates as much as you possibly can.

- go for as much un-returned damage as possible
- spend the mid part of each round hiding around unused areas of the map
