You should not deny that different races have different genetic material, or at least admit that the differences between genes are bigger when comparing races that when comparing individuals inside same race. Which opens the questions, are all differences equal? If not, then statistically speaking, regarding a certain subject, one race is better then the other, with or without the relativity of our position. More on point, scientific data show that proportionally speaking blacks have the lowest IQ when compared with all other races. And exception strengthens the rule. If you will, then compare communities of different races, for this shows quite good the end result without us having to waste more time doing analysis on 10,000 or Millions of individuals. Or use nations instead. Don't see any pattern, like at all? Wow!

as far as i know, the genetic differences between individuals of the same race (rather color) are far bigger than between races, not the other way round. also the iq scores (, where, imo, one should make up his/her owns mind about what is actually being measured rather than blindly assume it indicates what you commonly see as "intelligence") correlate quite a bit with (scholarly) education, and i guess blacks ain't among the most scholarly educated ppl in our society. (+claiming educations itself is primarily dependent on sth like the "intelligence potential" of a individual would oviously be very contestable, i think every1 of us whitnessed the importance of other factors.)

sidenote: even disregarding the content of intelligence tests, you should keep in mind that it is some sort of test situation. results highly depend on motivation, and if there is time pressure being imposed. i think it's a lot about if/how this situation stresses/frightens you, and how you cope with this particular stress.
[some studies indicate there are personal differences if it comes to this sort of stuff, public exposure appearently enhancing the performance of rather "extroverts", while straining rather "introverted" ppl. maybe the effect decreases/gets lost though if it's about a highly routinized operation, didn't see a study combining both factors yet.]
i could imagine it's not a sort of situation most black people are, by socioeconomic milieu, especially used to and highly motivated at.

at the end of the day mental operations are quite complex and, at least within boarders, "trainable". claiming particular genetic differences will result in a certain performance quality is hard and probably a bit naive, because the brain works highly interactive AND other personal traits might have affected how likely you are to experience/pracctice particular things. what matters is the individual as a whole, and how it has been "modified". (allthough that's not a too smart saying as well - already during pregnacy substances the child is exposed to affect the gen-activation/brain developement. it's appearently not like what comes out of vaginas is the only, genetically exactly predetermined, true "representation" of a dna.) even knowing the genetic code better than we already do, i'm not sure how good this would allow us to predict certain performances. so many things that come together, in as well as before the situation of interest.
