It's bad praxis to ban the whole team because one player cheated.Then cheating would never stop. Do you think any team would say "We knew about him cheating"? In all cases thus far the teams have claimed they were completely oblivious to the fact that their mates used aimbots/wallhacks and so on. In the end, why would you even play in a team with people you do not trust?

In an organized event, it is on the player to record first-person demos and assure everybody that they do not cheat. This is not a random game on the Internet, it is a tournament. The player competing is responsible for proving his innocence and establishing a reputation as an honest player.
Cheating in games is more comparable to doping in sports, it's up to the player to provide proof that he is not doing so through taking the random drugs tests when they are issued.
So I disagree with your statement about a community watching a demo with shownormals not being a detection for cheating. On the contrary, I think it is the best method. Jury by your peers correct??
ANY questionable move or tactic that I take in a game can be backed up by a logical response as to WHY I made that decision. (sound, typical routes, health/armor levels, etc.) As could other "professional gamers." I doubt Yuka can do the same... and he isn't. As I said, I don't see him on here proclaiming his innocence.
Either way, I completely disagree with your assertion that cheats can not be detected by watching a demo. It takes an experienced and trained eye (not everybody can do it), but it can be done.
As a side note... I've never had a game where I was thought to be cheating by watching my demo. Neither has any of my established friends. (immortal, thresh, etc) All these professional players were NEVER accused of cheating by virtue of watching a demo. Fatal1ty, Zero4, Lakerman, Blue, Cooler, etc... name them all... When have they ever been accused of cheating from their demos? Never........because the evidence was not there no matter how many times or with what method you watched the demo.
Demo watching and analysis is the most legit way to spot a cheater, period. Besides an outright confession of course.
As I said, that's not something he's required to do. You can't convinct someone for not proving his innocence, you can only convict him by proving him guilty. It's up to the accused to decide whether he's going to make some good impressions actively trying to prove his innocence, or just leave it to the accusant to deliver a proof for him beeing guilty.It's like in sports, if you refuse to take part of the doping controls (or "forget" about it), you will be banned. It doesn't mean you are a cheater but it means you arent allowed to participate, which is the same result as if you cheated. Why would gaming be any different?

One (1) major penalty point will be given if a player is found to be playing under the name of another player.
If counterfeit match media is submitted and there is a suspicion of cheating the punishment is increased to six (6) minor penalties.Renaming and dressing up another demo to cover up a match certainly falls under this. Your own definition of it is "using false or fictitious information, statements or data" and "fake match media". There cannot be any doubt that this applies to said definition. So another 6 minor penalty points.
A major penalty is worth 10 points, a minor penalty is worth 3 points. If a participant's major and minor penalties combined total 30 or more points, they will be removed from the ESL Major Series.
